About the Role

We have an exciting opportunity for a Quantity Surveyor to join the Norwich City Services Limited (NCSL) team on a permanent basis. If you are commercially focused, highly analytical, and experienced in managing costs, contracts, and valuations, we would love to hear from you.

About the role:

This role is responsible for the effective commercial management of building and environmental service contracts delivered by Norwich City Services Limited. You will oversee the financial and contractual management of a diverse portfolio of works, including responsive repairs, void property refurbishments, damp remedial projects, and environmental services such as grounds maintenance, street cleansing, pest control, and cleaning services.

Working closely with operational teams, contractors, and stakeholders, you will prepare and manage cost estimates, valuations, and contract mechanisms, ensuring all works are accurately measured and valued using the NATFED Schedule of Rates. You will undertake regular site visits to verify completed works, monitor progress, assess contractor claims, and ensure compliance with specifications and agreed rates. The role also involves maintaining accurate commercial records, supporting budget management and forecasting activities, identifying efficiency opportunities, and ensuring value for money across all services delivered. As a key member of the Commercial Team, you will contribute to continuous improvement initiatives while ensuring commercial activities are delivered in line with company procedures, contractual obligations, and regulatory requirements.

The ideal candidate will have proven experience in a Quantity Surveying role, ideally within building maintenance, social housing, local authority services, or a related environment. They will have strong commercial awareness, excellent analytical skills, and a thorough understanding of cost control, valuations, and contract management. Experience using the NATFED Schedule of Rates and assessing contractor applications, claims, and valuations is essential.

The successful candidate will be confident carrying out site inspections, interpreting specifications and technical information, and challenging commercial submissions where necessary. They will be highly organised, detail-oriented, and capable of managing multiple projects and deadlines while maintaining accurate records and financial controls. Strong communication and stakeholder management skills are essential, along with proficiency in Microsoft Office, particularly Excel. A degree or equivalent qualification in Quantity Surveying or a related discipline is required, and membership of, or progress towards, a professional body such as RICS or CIOB would be advantageous.
